11. POST: ICT SECURITY MANAGER

Summary
To design, plan and implement ICT security policies, procedures and guidelines against breaches in information confidentiality, systems availability, and systems integrity and data protection. This encompasses compliance, continuous improvements and safety.

Duties
1. Develops, implements, and monitor compliance to risks mitigation strategies to avert or minimize the impact of identified hazards to ICT systems. 2. Keeps and updates the ICT Security Policy matching with the changing security landscape3. Designs and implements Information Security Awareness Programs to all employees/users in the company. 4. Designs and implements controls that ensure ICT Systems are not used for illegal activities, e.g. software piracy5. Responsible for designing and implementing best practices and continuous improvements within the operations of ICT security. 6. Provides technical support to core data network and IS administrators to ensure systems availability, integrity and confidentiality is maintained at appropriate levels.7. Timely reports ICT security issues that require immediate attention and or action by the management.8. Provide leadership to the section by demonstrating the corporate values, accountability for actions and results of self and others and practice corporate governance in the section.9. Provide inputs to TTCL’s corporate planning processes and develop sectional objectives and functional plans that support the achievement of TTCL’s corporate objectives.10. Accountable for the development of employees and ensure the section has adequate performance capabilities in terms of skills and resources necessary to accomplish sectional objectives. 11. Accountable for performance management of employees including setting objectives, providing regular feedback on performance and coaching and mentoring to improve performance and maximize employees’ satisfaction.12. Accountable for developing section budget and monitor and control sectional expenditures and costs to meet effective use of TTCL’s financial resources.13. Implements and exercise delegated authority and any other instructions and directives as may be issued by the management from time to time.

Qualifications
• University Degree in relevant discipline
• Strong interpersonal and communications and presentation skills.
•Certification in either ICT Security or Cisco systems
•Knowledge and understanding of the application of legislation affecting security, privacy and systems assurance.
•At least Five years Experience in ICT


12: POST: NETWORK PLANNING ENGINEER – CORE (GSM/LTE)

Summary

This position exists to develop & rollout the Core Network Plan. It involves the initial dimensioning of the Core Network skeleton plan, which is the followed by the entailedPlanning in order flesh out the Core Network skeleton plan. The incumbent is involved in producing a detailed core network plan, after which he/she generates the source data for implementing the core network and defines the network element configuration parameters.The detailed Core planning starts from the predefined set of planning assumptions, which are then defined in the dimensioning phase. The detailed core planning produces the source data required for integrating the core network elements. The role includes planning for disaster recovery in the configuration of the Core Network. The job holder will be fully responsible for network performance and optimization as well as infrastructure lifecycle management.

Duties

1. Obtaining capacity requirements from the technical teams and consultants, and producing the Core Network Plan. This also entails full participation in the preparation and review of technical specifications in order to meet key network performance indicators and business requirements for new services and platforms.2. Participating in the analysis of existing Core Network platforms performance statistics and recommending necessary actions to technical teams and consultants.3. Participating in the preparation of Network Designs including the creation of destinations and sub-destinations, circuit groups, numbering plan analysis and changes, GT, short codes, signaling point codes, IP addresses etc. for Core Network, based on the naming and numbering conventions adopted, fixing the routing types and creating the routing source data for each network element4. Define CS Core Network signaling points, links and link sets, routes and route sets, as well as numbering plans, which include mobile subscriber international ISDN number5. (MSISDN) ranges, mobile station roaming number (MSRN) ranges, handover number ranges, voicemail access numbers, and network element numbering and addressing.6. Define the number groups used by each network element, and the charging zones and cases for the network, including determining the collection and transfer of charging records, and generate the corresponding source data for each network element.7. Leading all acceptance testing processes for the Core Network in liaison with8. Technical Consultants, as well as Network Deployment and Operations departments.9. Providing input into the CS Core network disaster recovery plan for critical core network nodes and centres and executing acceptance testing of the CS Core Network DRP in line with agreed BCP.10. Conducting periodic assessments for Core Network nodes and tools and recommending necessary action.11. Providing input to Core Network usage reports for the regulator and generating and maintaining Core network records for various stakeholders in the commercial and technical functions.12. Collecting and analyzing core network statistics against agreed KPIs and best practice so as to identify areas of improvement. This includes receiving and analyzing optimization reports from Network Performance and NOC.13. Performing impact assessment (dependences) before recommending any changes in the network through direct reports, as well as leading any changes into the core network by producing internal work orders, change requests and test scripts for implementation.14. Follows up on changes implemented and ensures that impact assessment is done on changes made by testing and observation through direct reports.15. Reviewing technology and service trends in the telecommunications field and recommends on areas of improvement.

Qualifications

1. Applicants should have a minimum of a Bachelor’s degree in Electronic Engineering combined with at least 4 years of experience in a technical function within a telecommunications environment, or Bachelor’s degree in computing / computer sciences combined with at least 6 years in a technical function within a telecommunications environment.

3.A good knowledge of current telecommunications environment including the key products and services
4. Wide knowledge of 2G and 3G Cellular Network Standards.
5. Programming skills in various packages such as Visual Basic 2005, HIT scripting, VB with Microsoft Excel using DB.
6. Proficiency in DB administration, with experience in the use of systems based on MySQL and Microsoft Access.7. Project management using Microsoft Project.


13. POST: NETWORK PLANNING ENGINEER – RAN (GSM/LTE)

Summary
This RAN Planning Engineer role is responsible for defining and periodically revising theRAN strategy to meet the requirements of marketing & customer services functions, aswell as fulfil the network KPIs as fixed by the Chief Mobile Officer (CMO). The incumbent is responsible for dimensioning the RAN according to the marketing and traffic forecasts, and to deliver the RAN budget. The incumbent will ensure that the technical solutions recommended for the network are optimal from a cost point of view. He/she leads the Master Plan studies and edits the roadmap for the introduction of the new technologies to meet the marketing requirements. He/she takes full ownership of delivery of the engineering guidelines (link budget, design rules and threshold), and delivers the remarketing data required for nominal planning. He/she takes an active part in disaster recovery planning infrastructure lifecycle management, transmission network reporting & record management, as well as network performance and optimization.

Duties

1. Defines and periodically revises the RAN strategy to meet the requirements of the marketing & customer services functions, and fulfills the network KPIs of CMO.
2. Obtains detailed capacity requirements from the technical and commercial teamleaders, and utilizes these capacity requirements to produce the Transmission Access
3. Plans for transmission performance optimization, and participates in the analysis of existing transmission performance statistics and recommends necessary actions to the Head GSM Technical.
4. Participates in the preparation and review of technical specifications in order to meet key performance indicators for GSM service.
5. Participates in the preparation of Network Designs and submits to the Head GSM Technical.
6. Conducts Technical Site Surveys for transmission as per agreed schedule & leads all acceptance testing processes of the Transmission networks in liaison with Network Deployment and Operations departments.
7. Provides input into the Access Transmission disaster recovery plan for critical core network nodes and centres, & leads the acceptance testing of the Access Networks
8. DRP in line with agreed Business Continuity Plans (BCPs).
9. Conducts periodic assessments for Access network nodes and tools andrecommends necessary action to operational team leaders.
10. Reviews technology and service trends in the telecommunications field andRecommends on areas of improvement.
11. Gives inputs to update records on used IP addresses, generates and maintainsTransmission network records, and provides inputs into spectrum usage reports for the Regulator.
12. Collects and analyses Transmission network statistics against agreed KPIs and best practice so as to identify areas of improvement.13. Receives optimization reports from Team leaders and performs necessary action, including executing impact assessment for any envisaged/approved changes in the network Initiates changes into the Transmission network by producing internal work orders and change requests for implementation.

Qualifications
• Applicants should have a minimum of a Bachelor’s degree in Electronic Engineering combined with at least 4 years experience in a technical function within a telecommunications environment, or Bachelor’s degree in computing / computer sciences combined with at least 6 years in a technical function within aTelecommunications environment.

14. POST: LOGISTICS OFFICER CENTRAL WARE HOUSE

Summary
To ensure qualities of materials management functions are met in order to have qualified practice in the Central ware house in terms of stock and inventory management

Duties

1. To ensure receipt of centrally ordered goods/materials in terms of quantity and quality
2. To dispatch received goods/materials to the intended users/requisitioner and track the movement to the intended recipients
3. To ensure there is proper stocks and inventory management/records at the Central Warehouse and alert/advise users on the stock levels of critical materials for appropriate actions
4. To establish and maintain a smooth interfaces and work relations with the PMU and key stakeholders in the Company
5. To supervise the stock taking exercise for the Central Ware House and ensure is conducted as scheduled and in an effective manner
6. To examine and point out shortfalls in the Central Ware House and provide expertise for rectification
7. Ensures a quality and knit warehouse environments for easy access for a stored goods and materials.8. To closely work with projects management teams and conduct compliance checks in the company and identifies opportunities for improvement9. Provide leadership to the workgroup by mentoring, advising and providing technical expertise10. Accountable for allocating tasks to the workgroup and monitoring the work for performance and quality assurance.

Qualifications
• Bachelor Degree in Materials Management, Logistics or Business Administration
• Must have at least five years experience in Logistics or a similar field and be recognized as an expert


15: POST: LEGAL OFFICER

Summary
To handle all legal matters including legal opinion, contracts, litigation, outsourced legal services as well as regulatory issues.

Duties

1. To provide appropriate and timely legal advice to authorities and officers of the Company
2. To present the Company in proceedings in courts of law, tribunals, arbitrations, etc
3. To follow up legal matters handled externally, this includes follow up of cases outsourced in courts and with advocates
4. To undertake drafting of legislative proposals pertaining to the company’s activities
5. To undertake reviews of legislations relating to the Company’s activities and make recommendation on amendments6. To prepare and or give legal opinion on contracts pertaining to companies’ activities, projects etc7. To make a follow up on the compliance of terms of contracts during the implementation of contracts8. To perform any other duty related with legal and regulatory affairs as may be assigned

Qualifications
1. A degree in law and enrolment as an advocate of the High Court of Tanzania or must have completed a Law school programme
2. Good computer knowledge with basic software applications
3. Excellent negotiation and drafting skills
4. Excellent communication and presentation skills
